In reference to our article on 16 August 2024, the GCB has announced further updates on the digital seals

On 23rd September 2024, the Curacao Gaming Control Board (GCB) published its Digital Seal Policy for license holders (i.e. online gaming operators).

The aim of this policy, which is an extension to the former announcements, is to ensure that license holders utilize the Digital Seal responsibly and in accordance to the T&Cs set forth by the GCB.

The Digital Seal system allows the public to verify whether an operator holds a valid license or existing sub-license from one of the existing license holders of the GCB.

This initiative intends to enhance transparency and accountability within the igaming sector by providing real-time verification of an operator's licensing status.

There are two types of seals:

  1. Green Digital Seal – Issued to fully licensed operators under the National Ordinance on Offshore Games of Hazard (NOOGH). The license fee owed by the permit holder is NAF 120,000 (approx. EUR 60,000) / per year for licensees with up to 40 domain names, which is payable by monthly instalments
  2. Orange Digital Seal – Temporarily available to sub-licensees awaiting full licensing decisions, following the expiration of their Master License. The license fees owed by the permit holder is a non-refundable NAF 28,000 (approx. EUR 14,000), which will be contributed as a deductible towards the approval of the license application (Green Seal).

Operators can apply the digital seal to their websites, offering a quick and easy method for consumers to check the legal standing of online gaming services, via instructions attached to this policy. This initiative boosts trust and compliance in the fast-growing iGaming market.

To ensure proper implementation, GCB provides specific guidelines regarding the design, placement, and usage of these seals, further cementing its commitment to regulatory excellence. Non-compliance can result in penalties, including the suspension or revocation of licenses.
