The Curaçao Gaming Control Board (GCB) has announced that existing Master Licenses will not be renewed or extended beyond their current expiration dates, which are fast approaching. As a result, this decision marks a significant shift in the regulatory landscape for operators licensed in Curaçao, and it is essential to understand the implications. Introduction of New Seals

In response to these changes, the GCB has introduced two critical seals to facilitate this transition:

Green Digital Seal: This seal is issued to operators who have successfully completed the new licensing process. Specifically, this seal serves as a mark of compliance under the updated regulations.
Orange Digital Seal: This temporary seal is granted to operators who have submitted a complete application for a new license but have not yet received approval. It allows them to continue operations during the transition period. This would apply to all existing Curacao (sub-)license holders with expiring Master Licenses.

Given the impending expiration, if you hold a Master License in Curaçao, it’s crucial to act now. Therefore, applying for a direct GCB license is the best way to ensure your operations remain uninterrupted. Moreover, the introduction of the Green and Orange Seals is a clear signal that the GCB is tightening its regulatory framework, and only those who comply with the new standards will be allowed to continue. For pre-existing Curacao (sub-)license holders with expiring Master Licenses, the Orange Digital Seal is intentionally created to prevent uncertainty of a valid license until your direct government (GCB) license is issued.

GCB Sep ’24 Announcement

September 2024 update:

On September 19, the GCB announced the "Fees and Collection Policy under NOOGH", and update to the recent policies regarding payment.This policy outlines the license conditions for approved iGaming licenses issued by the Curacao Gaming Control Board (GCB).

Key Points are:

A non-refundable license fee of NAF 36,000 (approx. EUR 18,000), payable upon issuance and annually thereafter, with a monthly fee of NAF 7,000 (approx. EUR 3,500).
A non-refundable fee of NAF 28,000 (approx. EUR 14,000) for the Orange Digital Seal, which is deducted from the license fee.
Operators can pay in EUR or USDT stablecoin.
Payment deadlines are strict, with non-payment leading to reminders, potential suspension, and eventual revocation of the license.
The policy details invoicing, penalties for late payments, and procedures for license issuance.
Fees are due for any licensed operator regardless of any ongoing private commercial agreement that the entity may have with a Master License holder. For the avoidance of doubt having an active sub-license at the time of being issued a direct license by the GCB does not exempt the operator from its financial obligations to the GCB.
Hard copy license issued by GCB to the local director on payment of the stamp duty at the GCB registered office. Soft copy license of the license can be downloaded from the GCB portal.

Moreover, the GCB announced that it reserves the right to amend this policy at any time.
